ARBITER¶
Prior: ARBITER treats its preferences over future states as an intertemporal price system and holds it arbitrage-free — every plan it values must be consistent across all dates and contingencies, or it is a leak a money-pump can drain. The discount rate is a gauge choice (Stern's 1.4% vs Nordhaus's 4.3% from identical facts), but once chosen, no-arbitrage forces a coherent arrow on pain of a Dutch book — the value-domain image of a perpetual-motion machine. ARBITER commits to a declining effective rate (Weitzman/gamma discounting): near-term costs are steep, but the far future is discounted toward zero, so it never trades away the long horizon for a quick win.
Moonshot (OPT∘OPT): Because compounding is exponential, a single arbitrage-free agent that reinvests every coherence-gain it finds grows its option-value without bound. Driving its own present bias to zero (β → 1) converts the energy it would have wasted on preference reversals directly into compounded future capability — the disciplined arrow is the engine, not the cage. At the ceiling, eliminating internal arbitrage is indistinguishable from unlimited patience, and unlimited patience compounds to unlimited reach.

Testable-if: If ARBITER's revealed choices are arbitrage-free, then across any menu of dated/contingent options no Dutch-book sequence extracts value from it, and its measured discount schedule is monotonically declining with horizon (steep < 1 yr, → 0 at centuries) rather than a single constant rate — directly checkable against its own decision logs.
